OUTREACH SERVICES/HOME DELIVERY
|
Ohio County Public Library’s Outreach Services program provides home delivery of library materials to temporarily or permanently homebound patrons throughout Ohio County. Being an outreach patron means that books and library materials are delivered DIRECTLY TO YOUR DOOR.
If you live in a local high-rise or retirement home, Ohio County Public Library outreach services will visit your facility twice each month, according to a regular schedule. Outreach patrons in private residences simply call to schedule a convenient delivery time.
Schools and daycare centers are also eligible for outreach services. Monthly book selections are delivered according to a regular monthly schedule.

Ohio County Public Library's Reference Department is available to provide reader's advisory services, assist patrons with Hoopla, Libby and other digital resources, and answer any questions in person, over the phone, 304-232-0244, or via email.

A copying machine is available for public use at the circulation desk. Black and white copies are 10 cents per page and color copies are 25 cents per page.

COMPUTER ACCESS & PRINTING
|
Computers are available for patrons and guests use. Patrons may log themselves in with their library card and PIN number. Guests who provide a photo ID may ask for a guest pass at reference. All computers have internet access, access to AncestryLibrary and Newspaper Archives databases, and the Microsoft Office 2013 Suite (MS Word, Excel, Powerpoint, Publisher, OneNote).
Prints from the computers are 10 cents per page. No refunds are offered for pages that print incorrectly. We strongly recommend using the "Print Preview" option before sending a document to the printer. All prints are held in a queue at the circulation desk until paid for. Prints will disappear from the queue if not paid for after 1 hour.
A WiFi Printer is available at the library reference desk and will easily connect to your mobile phone, tablet, laptop or other device by selecting the "OCPL-AP" network. For more information, see the the Ohio County Public Library reference desk.

Free wifi is provided and available within and, for the duration of the COVID pandemic, from the Library's main parking lot.

The Library offers free notary services. No appointments are necessary and there are no charges for notarizing documents unless the documents must be printed out or copies made. Copies and printouts are 10 cents per page.
Please note that all people signing a document — both signers and witnesses — must be present in front of the notary and all people signing must have a current photo ID with them. DO NOT sign the paper beforehand. Notaries must witness the all required notarized signatures on the document.
Though certified staff members are available during most open hours to notarize papers, you may wish to call ahead and make sure a Notary will be available when you visit the Library, 304-232-0244.

What is test proctoring? Well, a proctored test is an exam that is supervised by an approved, neutral person (a proctor) who ensures the identity of the test taker and the integrity of the test-taking environment.
The Library provides test proctoring services. Some exams and certifications may be proctored by any available reference person. Other exams may require a professor to contact a specific reference person in advance. Please check with the administrator of your test and call the Library in advance of your scheduled exam time — 304-232-0244 — or contact us through our "Ask a Proctor" email form.

Can't find a book in our library that you would like to check out? Patrons who have had a valid Ohio County Public Library card for at least three months and are in good standing (account free of fines or overdue materials) may request material via Interlibrary Loan.
Periodical articles may also be requested, though many lending libraries impose a photocopying fee.

Our Wheeling Room houses a substantial collection of material related to Wheeling's rich history including local and regional history books and magazines, city directories, cemetery indexes, yearbooks, and family histories.
Materials the Wheeling Room are available to be viewed by the general public. However, the Wheeling Room is kept locked at all times and patrons must request access at the reference desk. Notebooks, laptops, tablets, and other recording materials are permitted, but all backpacks, bags, purses, and other carrying cases must be locked in a secure room by the reference staff.
Our staff genealogist is generally available to help patrons and answer questions Monday-Friday, 9 am to 1 pm and 2 pm to 5 pm. Walk-ins are welcome, but it's best to call ahead to make sure our genealogist is available: 304-232-0244.

The Ohio County Public Library recognizes an obligation to amass and make available a Local History Collection. The purpose of this collection is to preserve materials that document the history of Wheeling and the Upper Ohio Valley region and to make these materials available to researchers and the general public. Our website includes an impressive section devoted to Wheeling and Ohio County History.
In addition, the Library, as space and other considerations permit, collects and houses non-published materials such as photographs, photograph albums, scrapbooks, personal and corporate archives, journals, letters, maps, prints, pamphlets, brochures, advertising ephemera, and the like that are related to the history of Wheeling or the Upper Ohio Valley region.
Appointments made in advance to view archival materials are encouraged. Please call 304-232-0244 to make an appointment to view a specific collection.

The Library provides free meeting rooms to non-profit community groups. The Boardroom can accommodate approximately 12 people, the classroom 30 people, the meeting room 80 people, and the auditorium 120 people.
Since the OCPL is a public institution, supported by public funds, all programs must be open to the public at large. This means that anyone may sit in on your group's meeting. No group may charge admission to a meeting held in these facilities nor may it solicit or collect a "free will" offering, nor may it present for sale any item which is conditional for attendance to the program.
For-profit groups and/or businesses are only permitted to use library meeting rooms for nonprofit purposes such as staff training sessions.
Groups may be asked to furnish a copy of their 501(C)3 statement verifying non-profit status.

VOLUNTEER INCOME TAX ASSISTANCE

Free tax help is available at the Ohio County Public Library through the Volunteer Income Tax Assistance (VITA) Program. The VITA program usually starts near the end of January and finishes on the last day of tax season (generally April 15th).
